It seems that whenever I start a new game, I can't get past level 1. Experience keeps compounding but I will not level up. Tried starting new games, tried reloading about 5 times now.

Any idea how to fix this? Just beat the game and want to side with the Legion this time.

You could try clearing the cache before starting a new game if you haven't tried that already.
