Returning to the game after a couple of months break and found that vsync was no longer enabled even though the .ini settings says otherwise.

Has anyone had any vsync issues with the GeForce 326.80 beta drivers? I haven't had time to revert to an older version yet, so I don't know if this is driver related or not.

I play with the WHQL 320.49 drivers, with Vsync: Adaptive (GTX 660 Gold)

and my skyrimPref.ini says: iPresentInterval=1

So actually if you don't have done some funny things with your graphic properties, then the problem should be the BETA driver.
