I hope this hasn't been discussed elsewhere, though I am sure I am not the only one this happened to. I have played through Dawnguard many times and never before has this happened.

Here is the situation:

Playing though Dawnguard, I am at the point where I found the Moth Priest and told him to meet me at Dawnguard. I get to Danwguard, chat with Isran, and turn to speak with the Moth Priest.

I have 2 conversation choices:

1) What do you know about the Elder Scrolls?

2) What do Moth Priests do?

If I select #1, then I get no other choices after listening to his speech.

If I select #2, then I get:

"White Gold Tower?"

When I exit out of the conversation, nothing happens.

That is all the conversation choices I have available with him. Nothing about READ THE DANG SCROLL!

Now, I also have completed Sorine and Gunmar's first side quests. Tried turning them in and then speaking to the Moth Priest again. Same results. I also picked up Sorine's second quest and the quest to find Florientus with the same results.

Since I am on a PC, do I need to use the console to input the quest to step 100 (according to UESP) or go all the way to 200? Or is their something I am just overlooking?

Mod load order?

Did you revert to a save before talking to the moth priest and try again?
