Using all of my system's potential

I've recently upgraded my RAM from 4GB to 8GB, and I have also learned that many games, including Oblivion, only make use of 2GB of RAM. I've heard that there are ways to edit the EXE (I have the retail GOTY version) to allow it to take advantage of at least 4GB of RAM. Does anyone know how to do this? A google search didn't yield much of anything, neither did a search on these boards.

Also, does Oblivion make use of all four cores? If not, is there a way to make it do so to boost performance?

Specs:
Win7 x64
8GB DDR3 1600
AMD Phenom II x4 955 @3.2GHz
AMD Radeon HD6870

As for cores, Oblivion is incapable of using any more than two, and it won't make use of that second core very well, either, so it depends more on clock speed. Good news is your clock speed looks good, so you should be OK.
