I'd rather not ask Creative Assemblies to get involved with ES.... I still haven't forgiven them for adding incendiary pigs and ninja Romans in R:TW. Lord knows what kind of nonsense they'd add to an Elder Scrolls RTS.
Just throw the idea at Bethesda themselves in their suggestion box.
With next-gen they should be able to accomplish large-scale battles, to an extent of course.
I suspect the civil war was them testing the waters.

I love TES and Total War, but this will never happen. Besides, would you really want it to happen? Don't you follow how awful Rome2 is turning out to be?
It makes me sad if this is the case - I've always been a big fan of the TW games and was looking forward to Rome 2...
I have Medieval 2 and play a Lord of the Rings mod (which, btw, is awesome). They've worked on it for years and the last surviving modder literally posted his last works on a submod this month and has gone into retirement.
I bought the Med 2: Kingdoms expansion especially for this mod. I haven't ever touched the original game.

After playing the mod above, I think that the ES UNIVERSE could be done as a mod for any TW games...
But only as an "overview" of the world - an initial setup of the world at some point in an era (faction diplomacy/land ownership would be different at different times etc).
I don't really know how far you could go with it... you definitely couldn't have a "Hero of XYZ" in it... because, well, in TES, the main character is always (lovingly) created by the player from the ground up - you couldn't get that same personalised feeling.
TW games are designed for detail from a faction-wide perspective. TES was made to be up close and personal - to make you feel like you're in the world.
It would only work from a "it happens in the TES universe" standpoint, but wouldn't truly have a TES feeling at all...

Rome total War is my absolute favorite game of all time and that will never change, followed very closely indeed by Skyrim, a fusion of the two, in my opinion, would sully both for me, and I would be quite unhappy for CA to release an official game as I would constantly be comparing it to my two favorite games of all time, and therefore, no matter how good the game may be, for me I would never really like it.
I have and I have it pre-ordered.
I know that I'll be troding through it playing the vanilla version... up until Europa Barbarorum III mod for it is released.
I have also pre-ordered this game, and still play the original.
Indeed It may be the first game to engage me since Skyrim, of which I have played for four thousand hours.
The OP was asking if Bethesda would consider licencing their intellectual property to a competitor.
That will not happen until both BGS and Creative Assembly are eventually bought out by Disney.
And frankly even then, I would doubt that they will cross over that much.

CA has been repeating with the same problems since Rome. They promise better AI, again cheating strategy AI that spawns armies and combat AI that can't siege. Rome 2 will be the same disappointment.
What's your beef with incendiary pigs? They sound silly, but reports indicate that they were implemented in battles to terrify elephants.
There are few unverified reports, yes. The use of them had a very low probability of success. What was successful was that they adjusted the ranks within the manipular formation to make the elephants pass on through without incident. After the Battle of Zama, it started to prove that the use of war elephants were becoming obsolete.
But I guess it was easier to implement flaming pigs in that game, rather than adjust troop formations.....
I love Rome: Total War and am looking forward to Rome 2 (haven't played any since Medieval 2), and I think it would be kind of cool if there was an Elder Scrolls version of it. I'm not sure if the civil war would be the best period though, imo the Oblivion Crisis and the Nord/Snow Elves war would be more interesting, but any major war could work.

I have it preordered too, but it doesn't stop me from dislikeing an awful lot about it. It's so arcade anymore, and the interface is really fugly imo.
At least now I know not to bother with those games...
