Accuracy pentalty when firing sniper rifle from stealth?

Hi, I got 2 questions:

1. Often, when there is no time to uncloak and the shot is perfectly lined up, it misses the target anyway. I'm talking about close-mid range kills, when I'm absolutely sure that aim is right (and ping is fine too).

Is there some sort of accuracy penalty on sniper rifle when fired in stealth mode?

2. When I'm using DSG there seems to be some sort of bullet travel time, even at close distance. I haven't notice other weapons having such a feature (didn't try Gauss yet) but it definitelly takes some time till that sniper round hit is registered.
Is this how it's supposed to work? Doesn't make much sense to me since sniper round's muzzle velocity is supreme.

1. Yes, there is.
First shot from stealth is always like that with any weapon (except for shotgun). Devs made it so when you shoot from cloak, first shot flies away under 90° angle on random side (if I remember correctly).

2. No, there is no bullet travel time, except for Kvolt. Dsg is hitscan weapon. What you're experiencing is simple "lag", delay between the shot you saw and the shot server registered.
