Dominion Leader?

Hey all,

I was just thinking about it and a question came to me; Is there one supreme leader of the Aldmeri Dominion? I haven't seen anything on UESP, so do you guys know?

Behind all of the nets of conspiracy and intrigue, being all of the half-truths and lies, behind all of the bloody assassinations and subtle spies, behind all of the puppet leaders and shady representatives, the Thalmor and therefore the Aldmeri Dominion are led by a lowly goblin by the name of 'Orkwug.'

We don't actually know. The Thalmor, which have roots as a council group and therefore are relatively unlikely to have a single unquestioned leader, seem to lead the whole shindig, but they actually operate with an Altmeri monarch's blessing.

From what I understand of the Pocket Guide, the Thalmor have a ruling council from all parts of the Dominion with equal representation. So far that includes Alinor (Summerset Isles) and Valenwood. Seeing as Elsweyr is a two-part client state, I assume they have representation as well but no voting power at the very least. After all, the Khajiit have sided with the Dominion and the Dominion, for now, is ruled by the Thalmor. Since the Khajiit willingly joined the Dominion, I assume they did so with a premise that they have some sort of power in the upper echelons of government which would be that "High Council".

Now consider that the Pocket Guide though describes the old Thalmor and previous Aldmeri Dominion, I believe it is safe to assume that when they came to power, they reinstated the form of government that worked before.

Do we know any of this for sure? No. However when you consider all elven societies, even when there is a king, queen, or any type of monarch, there is typically a council of some sort or a collective of high powers that get together, discuss and eventually decide how to rule the province, kingdom, etc. The only exception I believe is Orsinium, as there is a King as far as we know (not 100% on that though)
