That doesn't seem normal to me, however, it may depend on which color your character's eyes were set to during character creation at the beginning of the game. There are settings (in character creation) where one eye is a different color than the other or one eye is blind (completely white). This may have some effect on how vampire eyes show up in the game. Additionally, there are several bugs with the appearance of base game vampires that are corrected (changed) with the additional of the Dawnguard DLC.
I figured that you didn't have Dawnguard from your description in your original post. I'm also assuming you're playing as a male character, because female character's eyes are often bugged in the base game, where they don't even change color at all or always would turn a greenish color. As I recall, there may have issues with eye color change on male characters as well, so the issue you are experiencing may be quite "normal" (even though it is likely a mistake made by the developers), depending on your choice of eye color for your character at the beginning of the game.
