It's a unique weapon found on the boss of Fort Frostmouth on Solstheim.

Alternatively, you can find the enchant on a any random Stalhrim weapon. I found it being sold by the Skaal smith.

Why more so with frost?

Is it not equal damage for each element?...

Because anything frost related is stronger on Stalhrim.

Ooooh... I thought that +25% was for any element enchant. Makes sense though!
