I Put a Spell On You quest problem

So I'm trying to do the I Put a Spell on You quest, but I'm stalled at the point where I'm supposed to wait at the comm tower for the spy. I've tried waiting all hours of they day, inside the tower and right outside, with no luck? What's going on and what do I need to do?

Wait outside until 1:15 or so. I stayed crouched. At 1:15am enter the tower. The person in question should be there.

More concerning is the next stage of the quest appears to be bugged. No way to complete it successfully, even if you pass skill checks.

That's what I did, and it worked for me. The problem I was having was that I would never see someone enter the tower, so i wouldn't go in and if I waited inside no one ever entered. So what I did was I waited out side hiding under the plane wing and used the wait function to advance time to about 1:00am, then I entered the tower at about 1:45 and he was inside.

The second half of the mission can't be completed, the part where you disarm the bomb on the monorail because the train takes off as soon as you go out the door if you try. So don't turn it in until it gets fixed. It wont blow up and you can use the monorail to get to new vegas as long as you don't turn the quest in.

Oddly enough, I managed a couple times to get onto the monorail. Find and disarm the bomb -- twice. Both times it bugged out and still got destroyed. I tried using the code, and using my science skill. Both *worked* but still failed.

Correction, there is a way of finishing it successfully. I dissected the quest with the geck. It appears your not meant to confront the spy. Instead try just listening in. I tried this and it worked.

Thanks muchly. Waited until exactly 1:15am exactly and went in. Followed the other poster's advice and didn't attack the spy, just listened in and left. Was able to disable to bomb and get credit for the quest.

I attempted this method too however my spy apparently is mute as he doesnt say anything. Ive even used a stealth boy to attempt to get closer to him to see if dialoug would start and somehow before im half way up the stair he notices me and goes into alert mode, I truely hate this quest.
