Well you can smith it when you level your smithing to 90.

well, you can craft it with a high enough Smithing Skill, you can make it at thee Atronach Forge, or sometimes as loot off Legendary Dragons..

Kill legendary Dragons.
Craft it.
use the daedric thing in the midden.

When your level gets high enough, it will turn up randomly as loot, I think.
The daedric merchant you summon keeps offering it to Zoe for sale. You have to play through the Dragonborn quest to get him.
