Scrap it entirely and start from the beginning. See what works in other fps melee focused games and take some of their better aspects. It can't be the same boring combat the requires almost no attention. I want actual challenge, not some arbitrary label of "hard" that just comes with stat increases for npcs. It needs to be more dynamic and fluid; I understand that in Skyrim an attempt was made for it to be more "cinematic" but it just ended up feeling awfully clunky and weird. By the Time ES VI comes out, it'll probably be 2016/17, so there's is no reason to use the same sorry excuse of a combat system that has been used in every major ES game.
