[REQ] Simple Sound Plugin (OBSE)

I was hoping someone here could help me (and hopefully others as well) with a two annoyances I have with Oblivion:

Battle Music is one such major annoyance I have when it comes to playing Oblivion. It'snot that I don't like hearing battle themed music, but the way Bethesda implemented Battle Music is just absolutely horrible and unimmersive. I haven't really found a simple and reliable solution for this at all. There are a few, but none of them are really "it":

1. Removing the Battle Music folder gets rid of the Battle Music, yes, but it also causes the current track to stop and start from the beginning every time the player enters or leaves combat. This still breaks immersion and is not really a good solution

2. Then there's the Battle Music "Permanent" bug which aims to solve the problem where the music keeps restarting if the Battle Music folder is removed. Assuming you can get the bug working in the first place it has a tendency to fail at times forcing you to go through the immersion breaking trouble again to have the bug "reinstated". When it works, it works great, but it has a tendency to break.

3. BetterMusicControl offers various options to control the Battle Music, but it relies on at least one very dated OBSE plugin which doesn't even properly work on newer OS's (Anything starting from Vista AFAIK). Additionally, BMC isn't exactly bug-free and the methods used for combat detection (Invisible creatures) cause various issues.

Then there's the issue (or annoyance) with our little undocumented friend called "StreamMusic". That poor excuse of a command only works somewhat. Yeah, you can get certain music to play in certain cells but it has some very bad limitations and is very unreliable.

I was hoping someone could put together a simple OBSE plugin which gives the option to simply get rid of Oblivion's Battle Music and provides a working alternative to StreamMusic. I don't know how many people out there hate Oblivion's Music mechanics, but lately I've really gotten sick of it and I'm unable to find a real and reliable fix.

Also, does anybody else have any ideas or other annoyances with Oblivion's Music system?
