I did the usual Drag and drop install of TIE.esp and TIE Weapon and Armor filter.esp. TIE Weapon and Armor filter turns purple In Wrye Bash and when clicked on reports in the Right hand column, "*DO NOT ACTIVATE!* Must be imported to Bash Patch using Import Stats."

What does that mean and how do I accomplish this feat?

Is drag and drop refer to manual installation or dragging the mod into the Oblivion Mods folder? You have to create the bashed patch and let it import the stats from the filter.esp. Read the readme for Wrye Bash or consult the Pictorial Guide from the Nexus.
