The Realm of Lancaster: The Proposal

In the years before the Great War, the city of Seattle was a well known and beautiful city of America. The day the bombs fell in October of 2077, Seattle was not one of the few fortunate cities to be spared. After the bombs, some radio stations managed to survive and keep broadcasting music and hopeful messages to keep the spirits of those still living some morale boosts, but one by one, they twinkled out until there was dead air.

In 2107, thirty years after The Bomb, one man, Robert Sarwyk, forged a new world from the Old World. He found the poorly neglected by time Space Needle of Seattle. From here, he slowly forged it into 'The City of Lancaster', which he derived from an old Pre-War book on history about a powerful family long before the bombs. It was here he started his ambitious plan to build a new land, a new realm. Using aspects of a Pre-War system of power called 'Monarchy', he set himself up as the 'rightful king' of this new kingdom and pushed out slowly. Soon, he brought the local raiders, harmless locals and tribes to heel and claimed a portion of old Seattle and turned it into 'Lancaster'.

Now, here you are, invited before the King, you've been given the chance to prove you're fit to be a Lord under his command. Succeed in your work and you will be rewarded with favour and gifts, fail or rebel and the consequences can be dire. His Grace, King Sarwyk has told you that he expects you to abide these things, as you are now one of his vassals. As you unfurl your newly written and signed document, it reads in rich crimson:

'My Loyal Lords and Ladies,

You, as a vassal to the realm, are tasked to maintain peace within the realm. If you and a lord are in dispute, you are expected to handle it yourself. If you seek diplomatic and peaceful resolutions without resorting to bloodshed, you may come to the Kings Tower and seek an audience with His Royal Grace, King Robert Sarwyk. Rebel Lords and Ladies will be met with swift execution along with all men, women and children of their House. The reward for faith to the Crown is immense, disloyalty is rewarded with death. Continue to preserve my peace and you will have plenty of caps to fuel your desires and prosperity of your people.

This is the opening post of the thread when we make it, right now, this is more for discussion of how to iron out things. Firstly, we'll not be having airforces and navies. However, given Seattle's river and lake location, boats are permissable, but no more than 10 are permitted to any one faction, but it is preferred you keep them around 5 or 6 without good reason for having 10 boats.

Secondly, The City of Lancaster is, by default, all 10s in SPECIAL stats because it will be the central hub and, for difficulty purposes, be a pain in the ass for any rebel lords or ladies attempting to seize power. Diplomacy, trade and other forms of interaction are solved through player discussion, if they cannot come to an impasse, they may travel to the Kings Tower to seek audience for all issues unresolvable. Any outright attacks or acts of subterfuge/sabotage are dealt with by me via a pair of dice I have IRL. I will roll the dice and post the results.

Now, here is the real issue. I don't care about character sheets, those can wait, I'm looking for helping hands in how we can distribute roll value bonuses based on the stats of each city and what have you. The lore and such is easy to work out as that's easy, but I'm looking for stat/roll aid on detailing this as I, honestly, svck at the math for all this.

As for where it will all be based, yes, this is a Google Map image, it was the most efficient way I could get a scope of what we'd use. Now hush you. Point A is the Space Needle/Kings Tower.

FYI, all cities will need to have a standard/banner to serve as their insignia. This is a mix of a sort feudalism and autocracy. Lancaster's current standard is a crimson banner with a picture of the Kings Tower with a crown on it. No Lord may have a crown to their banner unless they win the throne, as it is reserved for the current royal family.
