According to the uesp Naaslaarum and Voslaarum (the two dragons in the Forgotten Vale) are only supposed to spawn after you've completed the Dragon Rising quest. Just for fun I wanted to fiddle with that fight and have it happen regardless of wether or not you've completed Dragon Rising. However, I can't find where this is determined.

Does anyone have a clue where I need to look?
