I have been playing a mainly frost mage character for a while and something has come to my attention. My frost spells (frostbite, icy wind, etc) are not slowing enemies or draining there stamina. They still use constant power attacks, sprint, and move at regular speed. Have I mistaken the effects of frost spells?
