So I play at 1080p everything low, VSync disabled both in-game and through AMD Vision Control Center yet my FPS is capped at 62-63FPS.

Why is this?

If you are still using that same hardware i'd say that's max. A friends 7870/3570k only does 60 with all low settings.

> Lower the resolution to 1024x768 (or anything really low) to confirm that your card IS properly driving high framerates beyond 60 fps.
> Confirm r_vSync = 0 command in game.
> Toggle between windowed mode and fullscreen, see if that has any effect on framerate cap

Beyond that I can't suggest anything other than reinstalling drivers or reinstalling the game.

I know is stupid, but have you checked your autorun file? maybe you copypasted maxfps = 60
