I don't think so. Cicero isn't in the Sanctuary when you ...

Is he? If you're on PC, you could use console commands. If not, I think you're out of luck.

No since Cicero disappears and you have no access to the sanctuary in Dawnstar.

Yeah... out of luck. Only available if you pick up the set next to the door in the dawnstar sanctuary, or take Cicero's from him by however means you see fit.

He is set to essential pending your involvement in join or destroy the brotherhood so you can't steal his clothing when he stands at the roadside. (though that would be hilarious if you could)

or as mentioned if your on the PC you can console command yourself a set.
