They only call "dead men walking" those who have been physically bonded to their nanosuits through the Nanosuit's symbiotic nature, through direct skin/nanosuit fusion (the suit grows into your body).
The Nanosuit is wearable without too much physical harm with a special tight-suit that Prophet is shown wearing at the beginning of Crysis 2. It is not unreasonable to think that all US Nanosuit teams were outfitted with these.
However, even with these safety measures, removing the Nanosuit has been shown to be extremely painful (and in some cases lethal, due to the shock rather than the actual physical harm) through the "skinning" process which Psycho went through.
As Prophet seemed to be able to remove his Nanosuit 2 without many complications in Crysis 2, one would assume that either Prophet's safety suit was extra-special or that it only became dangerous/difficult after a LOT of time (more than the 3 years between C1 and C2, at least).
