Betty and Veronica, I'd say. You should pull an Archie, go for both, and use the FOIP (Fallout Interoperability) plugins.

FWE, although I admit I'm biased because I both contribute to the mod and use it vigorously.

They're both "Overhaul", but they take the game in fairly different directions. It's really up to you to decide which you prefer (Or, as others have said, the third option).

I don't think this is a fair question, to be honest, considering they are both major overhaul mods that are well-accepted by the playerbase. You haven't even described what you might prefer to see vs. not. The information about what both of these mods contain is easy to find, it seems that one of them might have evidence of being more to your liking within that information.

It is also possible to try both, even one at a time.

It's also possible to use neither and go with something else entirely. :P

Yeah, I prefer smaller handpicked mods doing exactly what I want (Arwen's Realism Tweaks) over large overhauls myself, being used to Morrowind modding. But I'm sure they are very good. And going with a large overhaul is definitely easier (Well, I suppose compatibility can be a bit difficult if you want to use a lot of stuff along with them) especially if you're new to mods.

I suggest trying the following first, I do not really like FOOK as much as I used to, and besides with FWE and WMK there are more than enough special weapons and armors around.

FWE + WMK = great combo

Other mods you may like

MMM
EVE
Enhanced weather
Dynamic Weather ( both of these are great, and when its a heavy rain the thunder shakes my floor! )

Street lights and its wasteland counterpart.
Existence 2.0
Faix fax house
Enhanced blood textures and splatter.
Rob-co certificated.

Thanks for all the replies i guess my only gripe with the game as is.. as far as i got in to it was the ai just seemed off and the degradation on weapons seems kinda crazy especially while using vats anyway im just trying to get the most realism/immersion out of the game without having to load a whole bunch of different mods ive read up a bit on fwe but not so much on fook just figured id see what you guys were into before i start loading stuff up ...also i am a complete mod noob and some of it seems a bit daunting

If you're going for immersion/realism I'd definately reccomend FWE, that's practically the mod's subtitle :P
That narrows your choices down to FWE and FWE-FOOK, so read up on the two :D

some of this will not apply to you, but you get the Idea, if you do not have th mod just ignore it.

Setup FOMM first, and use it ( package manager ) to install FWE and the other mods Craft and the ammo one Caliber, some times the package manager says not responding, just leave it alone, its working fine.

You will need to load the ESM's for the DLC and the ESM/ESP files for DLC that FWE needs, I do not have DLC so I can;t help you there. I will however have all DLC soon as I got the GOTY edition on the way, overnight even.
