I have this strange problem with the game where it now always thinks enemies are nearby. It constantly plays the music of impending doom, I can't fast travel,sleep or repair weapons. Any suggestions?

Punch a guard, then pay fine or spend your time at jail for a while. When you're out of prison, your enemy may wait for you.
