Caesar's Hitsquads for the Vilified Courier

Hello all,
I am quite used to Caesar sending these four-man squads after me, heheh...
They pop up at the most annoying moments and in predictable places (which I have come to learn) they'll almost always appear.

Something strange is happening though!
In my current playthrough (hardcoe mode) they don't attack me - instead one guy runs up to me announcing "Caesar has marked you for death; prepare yourself for battle" while the other three guys lurk a short distance away.
I'm finding this immersion-breaking, nonsensical and quite unfortunate... not a very good thing!

My question is: has anyone ever seen this before?
I have never before encountered a talking Legion assassin.
But this is my first time on hardcoe - does this affect anything?

It's kinda pathetic, really.
I'll target the 'spokesman' in VATS and put six 5.56mm AP into his forehead...
Which then turns the remaining three guys red.

But I can't figure out why this has started happening?
Hopefully somebody else has seen this before.
Regards

Yep, it happens. It's kind of rare in that once you dispatch the lazy dysfunctional hit squad, the next one will probably behave properly. I just see it as easy target practice.

BTW, the every 24 hour attacks are a bug, it is supposed to be a variable length of time with a week to a month between attacks. They can also spawn in an area that you are passing through and kill otherwise useful NPCs, like at the 188 or Grub and Gulp. If your on the PC, there is a mod that adjusts the spawn timer to make these less annoying and problematic.
