Complexion question

I was wondering if the option to change your complexion affect all of the skin on your body or just the face? Some races seem to have two option sliders within complexion that are exactly the same. Is this a bug? (Dark elves have this, check it out.)

Also, completely unrelated: About DLC's, for example, if I wanted to download Dragonborn, do I need Dawnguard first or vice versa?

Compexion only changes face and neck.

You can get any DLC in any order and you don't need a DLC to get another DLC.

What about the actual choices being the same? For example, Option 1 -> Option 2 -> Option 3, however option 3 would look exact same as nr.1. Is this intended? (Speaking Dunmer here)

I play on xbox and every complexion slider is different.

Some complexions may have differences visible only in certain lighting conditions; in general, complexions to the leftmost side are younger while complexions to the right are older, though many races also have youthful "rough" complexions which are at the rightmost side.
