Friendly imperial in Helgen (I followed Ralof) : V

I followed Ralof through Helgen and got to the part where there is about 6 imperials. 1 of them isn't hostile towards me or Ralof.

He says stuff like
"I saw Caius.. that dragon just grabbed him and... I don't know how I made it out of there..."
"Hey, weren't you on the carts with the Stormcloaks?"

Is that from the very first encounter in the keep? I know if you raise your weapon (or even fists) and then sheath that first group will leave you alone (both SC/IL sides).

It was in the area by the bridge that Alduin destroys.
He waan't hostile towards Ralof either.
