For Fallout 3? All of the DLC were released for the PS3, I believe they can be bought separately on PSN and I know they're all included in the GOTY edition.
For Oblivion? The GOTY edition includes Knights of the Nine (a large DLC) and Shivering Isles (a full expansion). The smaller DLC were never released for the PS3.
