From searching on the internet, the two enthralled wizards are apparently supposed to be casting a spell on Morokei to trap him in a bubble. When I got there, the wizards were just sitting there with their hands up. I tried killing them to see if it would help, nope. Tried leaving and entering, he got the normal dragon priest state, but he still just goes around the area firing the Staff of Magnus. I cant do anything to him.

If it helps, I used Harmony to get through much of the Labyrinthian, and in the Tribune I got a message that said "Morokei is too powerful for Harmony". Maybe I accidentally calmed the wizards and caused them to stop?

If you are on PC you can use the console command 'killall' to kill him and advance the quest.

If not on pc I know no workaround, probably best to reload a save from before you entered the dungeon.

I have little to add to the above except maybe first trying to save and reload right where you are--sometimes that does work. If not, you can move on to more drastic measures like restarting from your last autosave or replaying the dungeon.
