randomly populating a town

I'm planning on d/l skyrim from steam along with the CK later today. I had an idea over the weekend and I'd like to get opinions on how plausible it is.

I'd like to have the inhabitants of a town, its shops, and sets of furnishings selected from a pool of possible candidates. For instance: for shops, there would be a shop building, but it would randomly be filled by an outfitter, an alchemist, or a clothier when the player first accesses the cell (or whenever is most convenient). The shop would be furnished dependent on what merchant is inside. The merchant would remain in the shop until the town inhabitants were regenerated (rarely, but when, say, the town's ruling faction changes).

Similarly, the inhabitants would be selected from a pool of inhabitants and would be assigned houses.

It's OK if this would be very difficult, I'm in no hurry...but I'd like to get pointed in the right direction, if it is possible, so I can start prototyping scripts. Thanks!
