Help with dogs

Can someone please explain how these dogs work? I want to have about 3 dogs that enable at various times to force greet the player for a small conversation. Then I want him to follow the player back to Helgen to give the dog to another one of my NPC's and they will play a small scene. However, I've extracted all the voice files for the dog voice type and most of them are silent. Stupid me thought I'd just be able to steal the bark tracks I wanted to use and set them up like any normal dialog for any other actor, but apparently they're not set up like that. I looked at Meeko's quest, and the dialog looks like any normal dialog, but it's using these silent voice files. I don't get it.
