Will installing it with my current save game cause any issues? will all the fixes still take into effect or do i need to start a new character?

Some are retroactive, some aren't. You need to read the full changelog to be able to tell.

Meaning some may take into effect while others wont work unless its a new game? sorry i'm not that familiar with how mods work so please bare with me.

Still would you advice me installing the the USKP anyway? also I'm not that far into my game yet only about to do The way of the voice quest at Lv.20.

Correct. Yes, install it. It fixes a lot of stuff even if some of them need a new game.
