I've become a Thane in every hold except Windhelm. Ulfric has already told me he needs a new thane, to help his people and buy a house. I've helped the people (checked off) Every time I ask his steward to buy the house, he says something bad happened there and it cant be sold right now. Can't get Blood on the Ice quest to start, even though I've pick-pocketed the Key from Tova and entered the house. Even read the "Beware of the Butcher" pamphlets in the house. Still no go. The entire Liberation of Skyrim is complete. I can live with the misc quests that wont check off but to me, this is something major. I should note that the girl who's funeral I'm supposed to be attending (I think it's Susana the Wicked?) is in tCandlehearth hall cooking.

That's strange. Blood on the Ice should trigger on the third visit to the city.

And no, Bethesda is done with Skyrim. No more patches.

None that i remember but its possible they got attacked by vampires. Do you think deleting game data and reloading a backed up save is worth a shot?

No. That won't do you any good. If the steward has the option to buy the house and he says the "can't right now" line, it means someone is dead. Most likely the "horses" elf because she travels from one of the houses outside of the city everyday.
