I was looking for a mod that would allow me to look at skills and perk tree with out being forced to level up. I choose to not level up right away because I find that it severely upsets the balance of the game do to enemies scaling to my level. I also save perks until i've unlocked the skill level necessary.

I looked on skyrim nexus and could not find one like that, I do think such a mod exists there but there are too many crappy mods that add new perks that i can't find it.

So does any one know of such a mod, and can link or tell me where to find it?

I've not seen one. There are lots for slowing or speeding up levelling etc.

But you could save the game before looking at the trees if you want to see how many points you need for a certain perk, and then reload the save before you levelled. You'll have to pick Health, Stamina and/or Magicka points but you are not forced to choose perks.

Then just reload the save from before you looked at the skill trees.

Yes, this is what I do too. And I agree with the OP: this is really annoying. I think it was a good idea to get rid of the older sleep-in-a-bed-to-level-up mechanic but the trade-off, for me, is aggravation of a different kind. I would love to have a mod that allowed me to view my skills without leveling up.
