Clarification on Necrom

Can I please get some clarification on Necrom and Dunmer burial practices? The more I think about where the Dunmer bury their dead, the more confused I become.

Do only special people get buried in Necrom?

Why are so many buried in Ancestral Tombs?

If only special people get buried in Necrom, why would the Velothi and Hlaalu family lines have ancestral tombs and not a vault in Necrom?

Why do the Redoran have an Ancestral Vault on Vvardenfell?

Are everybody's souls going into the ghostfence at the time of TESIII (since people can't have personal ghostfences any longer)?

Do people's physical remains get buried in Ancestral Tombs, but their souls go to Necrom, unless they're needed for the ghostfence?

Post-TESIII main quest, where the hell did all those souls in the ghostfence go? The soul-vaults in Necrom must have been bursting!

Do Dunmer families get personal ghostfences again, now that the Dagoth threat has been eliminated?

Huh, those are all good questions. The way I see it only the most honored get to live in Necrom, possibly Necrom is reserved for archcanons, patriarchs, the leaders of the Great Houses and the leader of the grand council as well as the most honored war heroes and saints but the families don't get the same burial rights as their ancestor.
