Message to Whiterun (Stormcloak) bug : V

I'm currently doing the Message to Whiterun Civil War quest, on the side of the Stormcloaks. I've delivered the axe to Balgruuf, he's given it back, and I've returned it to Ulfric. He accepts it, has his speech with Galmar, and turns to talk to me. Then ... Nothing. He just spouts some of his usual dialogue, and offers no new options. I can't progress past this point.

I have no mods installed that should affect the Civil War, except perhaps the Unofficial Patches. My load order was all sorted with BOSS. I've tried using console commands to advance to the next quest, to no avail. Reloading saves - made both during the bugged quest and before - has made no difference. Ulfric won't give the relevant dialogue to advance the quest.

Does anyone know how to solve this problem? As far as I can tell from the USKP notes, this hasn't been addressed in any of the patch's updates. I don't know what else to try, and don't want to abandon this character.

Have you started "Season Unending?" I've heard this prevents Ulfic's dialogue.

Nope. My character has only done as far as Dragon Rising - she's not gone to visit the Greybeards yet, which is the current main quest she has.
