Insanely high arrow damage

So I've finally managed to get my character to level 43, but over time I've started noticing something strange about the damage of bows. This isn't the first time I've seen this. It has happened since mid 2012 at least with all sorts of different mod configurations.

Basically, I just got hit by an arrow from an NPC for about 4000 damage in a single hit. Wtf? At low levels, everything is fine, but as I level up far enough the damage from arrows becomes absolutely crazy, dealing around 20 times the damage of a melee power attack. Utterly ridiculous. The NPC attacking me was a Forsworn Ravager.

Unfortunately I am an archer myself, so this would cause issues for my gameplay as well.

Does anyone have any idea why NPC's have such crazy damage scaling on their bows or what I can do about it?

This load order probably has issues but please ignore them if you can't trace them to the arrow problem. I don't want the thread derailed. As I was saying I've had this issue before on a mage character playing vanilla Skyrim without any mods who was getting oneshot and sent to the heavens by arrows. That is why I created a platewearing melee character instead to try to soak those hits, but even then it is clearly impossible. Nevertheless, here it is:

EDIT: The only one I've really thought about is Locational Damage but it happened to my old mage which didn't have this mod enabled, and that mod also has an effect on melee damage which isn't going crazy at all.

you have skyre installed remove it problem solved. with skyre archers are deadly they will one shot kill you no matter the level of your character or no matter the health you have skyre performs a cheat spell on NPC where it buffs their damage rating archers in particular are very deadly with skyre

I rather doubt if its SkyRe by itself, I've been basing my mods list around it for months & while NPC's are a lot more powerful, such that I always use 2 companions, I've never been one-shotted. I haven't used Locational Damage but its Readme does say that Archery Head shots have a chance of Insta-Kill. So maybe Locational Damage in conjunction with SkyRe is your problem? In general with SkyRe light armour is a lot worse against archers than heavy armour & don't stand around ignoring NPC crossbowmen, they can 2-3 shot you even at high levels.
