BOSS +TES4 + thieves arsenal mod by scruggs = ?

Tried PM scruggs (below) (as per his readme) but it says he can't take any more messges, which prolly means his inbox is full = he's AFK permanently
So - mod is for OBLIVION - does anyone else fancy a (back)stab at helping me with this? If you are please read the below message I tried to send him (the author)
Hi - Mod looks great (not tried yet, but I love the thief series) but i'm getting this message from BOSS:
  • Thieves Arsenal.esp Active
    • Requires: OBSE.
    • Contains dirty edits: 368 ITM, 1216 UDR records. Needs TES4Edit cleaning:
    • I've had a quick look, but I've only used TES4 once to clean another highlighted mod in BOSS literally a few minutes ago.
You say there's known incompatibilities with lights from other mods, but a lot of mods don't even list if lights HAVE been altered, like OOO or unofficial patch.
I opened TES4 with just the oblivion.ESM but couldn't see any marked red for incompatibilities and I REALLY REALLY don't want to go through all my mods 1 at a time because ..well... you might have left things in, that shouldn't be there... (according to TES4 info on how most conflicts occurr)
So could you tell me where to look or clean it yourself against what you think it should be done with using TES4 from here: (Google) TES4 Edit cleaning

has been recommended in many places to help reduce / remove conflicts that cause CDT for modded games especially oblivion (and prolly skyrim too.)

BOSS far as I can tell only looks for conficts with the mods and files ABOVE it - and the load order is set by it for maximum efficiency so here's the load list given by BOSS before the confilct message:
