The lack of Daedra in Skyirm

So, one of the reasons I was a little disappointed with Skyrim is that there were very few minor Daedra. There's just the atronachs and rarely dremora.

Is the reason why there aren't many daedra because The Oblivion Crisis ended, somehow affecting daedra on Mundus? Or is it because Bethesda was mainly focusing on dragons that they didn't implement more daedra?

Could there hypothetically bemore daedra on Mundus such as scamps, golden saints, etc. without breaking lore?

Lesser daedra are found in places where people have summoned them. This usually means nearby rogue sorcerers and daedra worshiping covens. Skyrim isn't known for either of those things. It does have some of those covens though.

However, the mixture of daedra found at shrines in Morrowind seemed arbitrary. One didn't find more ogrims at shrines of Malacath or a few winged twilights at the shrine of Azura, they were just level scaled. And they didn't seem to serve any purpose beyond guarding the shrines. It is surprising that almost none are present for even that. I can imagine some princes saying "No, do it yourselves, you pussies!" if their followers asked to be taught how to summon guardians to help them and the likes of Kesh the Clean and Aranea Ienith presumably just don't see the need for summoned muscle at all times.

Plus if the Vigilants of Stendarr are as competent as they pretend not to be, they might know detect daedra spells, which would make permanent summons a liability.

I'd chalk it up to Beth being lazy. Though it could be argued that there are simply not enough conjurers in Skyrim. Makes sense since Nords these days aren't practicing magic like the old days.
