'Stuttery' Camera

Hi everyone.

Please excuse my ignorance, I'm completely new to this.

The problem I'm having is that Skyrim is 'stuttering' while in full screen mode. I am running Skyrim on Steam, which is fully updated. The spec of my PC is:

Windows 7 Home Premium 64-bit SP1
Intel Core i5 3350P @ 3.10GHz
8.00GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)
Intel Corporation DH61WW (LGA1155 CPU 1)
DELL E228WFP (1680x1050@59Hz)
1024MB NVIDIA GeForce 210 (Undefined)
I believe this should be more than sufficient to run the game properly. One thing worth noting is that when I change to windowed mode it works perfectly. There are so many competing 'fixes' all over the internet that I don't know what I should be doing. Can you please help to try and fix this?

There is no 100% fix for it as it is a problem with core engine's tick counter thing which is like 1/64th of a second, thus it is called the 64hz bug. Find whichever remedy works best for you.
