Using 360 game pad. Could have sworn I could do this in the console version. To be clear, I can only view my character from behind, with or without weapon drawn, moving or looking, the camera is constantly behind me.

I can't speak for the game pad directly, but with a mouse all you need to do is hold down the mouse wheel then spin the mouse around. If the game pad has a similar function, try that.

I'm pretty sure it was holding down the "switch view" button (RB?) and using the right stick to rotate. It's been a while since I played it on console, though.
