Best Way to Populate My Homes?

I'd use the mod psychics thread, but I don't think mod psychics exist anymore, so here, have a new thread instead.

(The following paragraph is background fluff. Skip it if you want.)

So, originally my character wasn't going to be a land baroness. She was just going to live in her humble wizarding tower and let that be that. But then she became the Divine Crusader, and now she lives in a castle and uses her tower as a northern support base. She recently had to move some troops around without attracting too much attention, so she trumped up a fake reason to avoid suspicion: Business with the countess of Chorrol. But when she saw the countess, my character realized she didn't have any actual business with her, so in a panic she bought a house! Oops!

My real question begins here:

I want to buy up properties throughout Cyrodiil and turn them into outposts and stations for the Knights of the Nine. What's the best way to do that?

My first instinct is to try CM Partners, recruit random schmucks and dress them up all knightly-like, then tell them to live at my various properties. Will that work? Will they actually act like they live there (and if I'm a very good boy, will they even go outside and wander the streets)? Or will they just stand like statues in whatever house I put them in?

If not CM Partners, does anyone know of a good mod that will fill my homes/let me fill my homes with moderately knight-like NPCs? Worst case scenario I can mod up some knights on my own, but if I can avoid it I'd rather not reinvent the wheel.
