I agree with Cider! but it is POSSIBLE that battles are what has caused it to be a wooden fenced village.

My main disappointment is the lack of Temple Zero Society in skyrim, if it was up to me Falkreath would be filled with obscure lore references and be a massive city with a shadowy organization operating behind the scenes.

Maybe it used to extend to the Roadside Ruins and Dark Brotherhood sanctuary?
