Ok, This is what I did:

1. Delete all download content including updates.
2. Clear Cashe. I did this 3 times in a row to be sure it was empty.
3. Delete all game saves. Yes ALL.
4. Start a new game and have the Whiterun house furnished.
Now the good news is that you only have to go to level 15 to get the book.
I used the bookcase just inside the front door. Once you have leveled up, do
a couple of hard saves for a back-up. You can now reinstall all download content
and continue your game. I used an original disk, and the DLC disk from Legendary,
but I think any combination should work. Good luck!

Exactly. I did it once just to see what the hoopla is all about. Id rather play the game and level up normally.

Some people like the glitch because they don't want to have the game over before they have any decent skills.

One question: does this have to be done with every single new character? If so, it's a lot of trouble for something you can gain by playing the game and exploring the game world. Skyrim isn't a game that is meant to be beaten or rushed through in so many hours, and plenty of people gain decent skills before their game is over without using such a glitch.

Some people find grinding certain stats or slowly levelling them naturally to be tedious.

Personally, I like the glitch for RP purposes. I make a lot of different characters and I don't always want to play as an inept novice. The glitch lets me jump in with a mage who has maybe grown up learning magic and is quite good by the time he reaches advlthood and goes to Skyrim or a soldier who has fought in wars and knows how to handle a blade. Without the glitch I would need to start all my characters off as beginners.

A beginner couldn't swing a sword at all. Your ability to pick up an iron or steel greatsword right off the bat and kill with it makes you experienced.

Really, leveling the skills just makes higher quality equipment available quicker. Or the equipment you have do more damage, with a few exceptions

the easier thing would be to-
1.) Uninstall 1.9
2.) Level up to 100 in all skills using the book.
3.) Install 1.9 then Legendary all Skills.
4.) Remove 1.9 and use the book again to get 100 in everything.
Repeat 3 and 4 as many time as YOU want.

Thats the beauty of this game. Slow down and enjoy all aspects of it. Not be in a hurry to get to level 100 of whatever skill within the first hour of the game. Sometimes the journey towards the goal is more rewarding than the goal itself.

I personally only did the glitch once to get my 2nd main character to level 81 and eh. Didn't care for it. Definably don't need it as leveling up is still extremely easy to do and I can get to level 100 within 30 minutes from level 1.
