How is Marked for Death overpowered?

If you use Marked for Death ona amudcrab, it drains their hp, yeah but they only have how much HP? If I use it on a Legendary Dragon....I don't see how it is overpowered.

Shouts are perhaps the most under-powered mechanic in this game.

This fact is quite amusing, considering that a dragon's natural ability to use the Thu'um is what makes them so powerful. :stare:

Marked for Death can be stacked, but im not sure about oerpowered because they decided to have shouts useless from the begining. Fire Breath is a 90 damage shout with a 100 second cooldown for all 3 words. In a game where health is infalted so much because of their leveling system, 90 damage becomes a bug bite for most top tier enemies, and to make it more insutling you cant use any shouts for the next 1 minute and 40 seconds. With all the unbalance in their game, they decided to make their new gimmick into crap by being being overly careful. Shouts become less useful the more words you get, how lame is that? Its like nothing in this game was balacned past level 25, as made clearly evident by the terrible racial abilites for most races, and the horrid magick balance. Never has a glitch been so welcome by me, the restoration glitch, because it makes shouting an actual viable way to play.
