SKSE download not working. What do I do?

Hey, guys, so I don't know if anyone's already posted this, but I didn't want to go through like 5 million pages of content to figure that out. If it's already been posted, I apologize, but I need to figure this out. So anyway, I've been trying to download SKSE all day today because I just got a new computer and I want to actually play Skyrim with some mods (I have a PS3 that I've been playing it on up to this point but my TV svcks, so it's not that enjoyable, lol). But the problem is that every time I try to download it (I'm going through the proper website, don't worry), I get an error that says the source code for the file cannot be read, and maybe I should contact the server administrator or some [censored] like that. So I can't download it, and I don't know how to contact the server administrator. What should I do?

It still says that it can't read the source file. Am I maybe missing a program that it would need to read the file?

No one uses the http://skse.silverlock.org/download/skse_1_06_16_installer.exe?

edit:

OK, the installer download seems to be out of order. The 7z-archive took a couple attemps but seems to work, sort of.

Do you use Avast? That might be the problem. Read this:
