At first i thought you said "Standing Bear Rug", and i was prepared to see furry pictures of rugs.
Anyway, i think its a slightly common bug; ive had that as well except mine's with some draugr. They don't ragdoll, but they're a kind of crucifix position and moonwalking around. Still in that position after they die.
This non-lootable issue does occur on rare occasions to me too, but it is not limited to bears (and I never seen hopping bears, by the way).
I've seen rabbits hop, but never bears. That would be something that would be hilarious to see though.
This could be from the same morphology as "Frozen Pony Stare" SIr.

Yep, he simply stood there frozen on his back legs (I believe in the crucifix position), and rather than ran towards me he hopped. I tried it again by starting from the previous save and this time he turned and hopped off in the same frozen crucifix pose.
