Description/History: The Grand Prophet of Bias was a woman who rose from the poison waters of foggy Lake Michigan nearly 25 years ago. This was when Bias had escaped the clutches of the men she referred to only as "The Virtus Division". She was an android, who left the Institute at the Commonwealth to find her love, the rebellious Harkness (A3-21), who escaped months before she. They started as friends in the year 2242, quite literally built for one another, along with one other by the name of Armitage. Their years spent at the Institute were tedious, doing nothing but building things and carrying out protocol as non-citizens. It was when Harkness had begun his position on the Synth Retention Bureau that his rebellious mindset was put in motion. The very task he had been designed for was the one that made him begin to question the morality of synth slavery. He empathized with the androids he was capturing, and soon became self-aware, even stating that "self-determination is not a malfunction". He shared his thoughts with Bias for years before his escape, and she simply listened. Bias served as an archivist, designed to collect any all information on the new and old worlds. She retained all he said, spending much of her time anolyzing his thoughts in private. Their contemporary, Armitage, served as a personal security guard, working for the higher-ups of the Institute. He was always estranged from the tight-knit relationship between Harkness and Bias.
It was in the early 2270's that Harkness had met people from an underground freedom-fighting force called "The Railroad", who began to fill his head with even more thoughts of freedom and revolution for himself and all "synths". He brought these thoughts to Bias, as he always did, but Bias rejected the very notion of escape, for she could not stand such talk of heresy. She was convinced they were safe at the Institute, and that it was where they both belonged. Harkness had denied these notions, and with the help of The Railroad, escaped from the Institute in the late 2270's. This left Bias heartbroken and alone. With no one to speak to, or confide in, she was left to her thoughts and tedious work at the Institute, as Armitage rose up the military ranks.
Months passed since Harkness' escape, and it soon became apparent to Bias that he was indeed captured and returned. She tried reaching out to him, but found that he was not the same. Unable to cope with the total loss of her friend and lover, Bias convinces herself that this Harkness is a fake. She contacts The Railroad for help in finding her true Harkness, who she did not believe was actually captured. The Railroad informed her that he was last seen at Rivet City in the Capital Wasteland. With this, she had decided to look for him, abandoning the Institute who had torn her from her love. In the year 2277, she escapes the Institute with the help of The Railroad, and is led to the Capital Wastes through the Pitt. It is here that she wanders with her escorts, and sees the most brutal way of life in all the American Wasteland. She is soon found by the Virtus Division -- a part of the Synth Retention Bureau, poised to capture specific androids of interest. They slaughter her escorts, for all in the Pitt to see, and then attempt to arrest and capture her to return her to the Institute. Bias fears her capture, and through her mechanical evaluations of probability, takes a leap of faith off of the Pitt's grand bridge, and into the toxic Ohio River, where she is carried downstream for days, and eventually makes land in the ruins of Cincinnati.
Disfigured and disoriented from the prolonged radioactivity of the Ohio, Bias has no sense of direction. Her data has become corrupted, and her artificial skin is visibly ghoulified. With this, she wanders the Ohio Wastes, zigzagging in no particular pattern toward Chicago. People begin to tell stories of a metallic ghoul wandering the Wasteland, which attracts the Virtus Division once again. She meets them for the second time in the formerly great city of Chicago, where they have a standoff amidst the squabbling tribes. Bias uses this to her advantage, and escapes into the fog of Lake Michigan, where she begins her grueling swim to the center of the present-day Superior Circuit.
New Mombasa was the first city founded by Bias herself. It is at the dead center of the Superior Circuit, hanging just off of the pre-war Michigan peninsula. Due to her data corruption, she had only fragmented ideas on her true location. It was this pre-war Michigan peninsula that she had confused for the city of Mombasa. She had named it so, and was met by a ragtag society of ghoulish humans and mutants.
They hailed her as a god, due to her immense knowledge on the old world in the way of math and science. She had used this knowledge to ascend to power, and even repair herself. Her keen sense of probability had won her the title of Prophet, to which she took a liking. Bias' immense knowledge on geography, seafaring, metalworking, agriculture, and nearly every other subject had pushed the Superior Circuit into the future. Years past her arrival, the Superior Circuit is now a powerful seafaring nation, linked together by iron bridges, and with cities floating on the water.
Government Type: Scientific Theocracy
This form of government is headed by the Council of High Prophecy, whom are hand selected by the Grand Prophet of Bias herself. The absolute ruler of this system is the Grand Prophet, and she seeks political advice from the Council of High Prophecy which are comprised by the three High Prophets of Truth, Mercy, and Regret.
Economy: State-run Capitalism
Small businesses are allowed in local settings, but the Council of High Prophecy has a hand in each and every inter/intranational business in the Superior Circuit.
Culture: The people of the Superior Circuit have a high regard for the teachings of old world math and science, and the entirety of the Superior Circuit has developed a strong naval identity, due to the geography of the region. Iron bridges also crisscross the archipelago region of the Circuit, connecting each part of mainland Canada/America to New Mombasa, which sits at the heart of it all. So much so, that settlements have popped up on the water, rather than on land. This is highly attributed to the Grand Prophet's knowledge of mathematics in architecture.
New Mombasa in particular has developed a rather steam-punk type of identity in itself. A dense fog from the southeast and southwest has resulted from the radioactivity of the metropolitan areas sitting on the coasts of Lake Michigan and Lake Huron as a result of the Great War, and now makes a good supply of what the Grand Prophet calls "nucleovapor energy". Nucleovapor energy was among the first thing developed upon Bias' arrival, and it is essentially a local form of energy that allows for ships and zeppelins in the Superior Circuit to fly without issue. This is the largest contributing factor to the steam-punk identity of the New Mombasa region, as even civilians can be seen floating in their own hot air balloons and zeppelins for fun.
Many of the Superior Circuit's residents are ghoulified/mutated humans. Due to the Prophet's keen sense of probability, she rationalizes that a separation of humans and mutants is sensible, as they mutants cannot possibly be as stable. So, the Prophet has segregated the two, keeping humans in New Mombasa to live in leisure, and the rest to their own devices. One half of the population of New Mombasa are indeed ghouls but only because they are apart of the first class.

Military
Technology: Tier 2, High Technology
Army: The Superior Circuit has a rather large army for its size, as the Grand Prophet has dictated with high probability that their current geographic location would make a target for hostiles.
It currently makes up 5% of the ghoul and mutant population, but is largely of the mutant class.
Total troops: 27,500 (5% of 550,000, as the other 50,000 are residents of New Mombasa)
Navy: The Superior Circuit makes use of many ships, which have been refurbished. Hundreds found in the surrounding coastal areas have been reconstructed with the help of Bias' robotic mind. It is extensive in the way of repurposed yachts, refurbished speedboats, as well as barges for transport of goods. Freight ships are extremely limited however and hardly ever leave the New Mombasa region.
The inner New Mombasa region is heavily defended with twin sets of retractable water blockades and on-water checkpoints. The blockades essentially serve as two pairs of impenetrable walls in order to keep undesirable persons out. On-water settlements also make good areas to blindside sea invaders. Because of these large blockades, intranational trade ships must go through several checkpoints before leaving or entering New Mombasa.
Air Force: The Superior Circuit makes heavy use of steam-powered vessels, such as airships, hot air balloons, and more. This is all thanks to the Grand Prophet's discovery and development of nucleovapor energy in her early days on the islands. Many civilians (particularly those in New Mombasa) own airships, and it is the region's most popular means of trade.

Special Forces: "Arbiters", are a specially trained force of intelligent mutants, who make use of a wide array of advanced weaponry. They fight with head on tactics, using brute strength first and cunning second.
"The Mombassan Authority", are a form of military police in the New Mombasa region. They patrol the skies as well as the sea, using airships and patrol boats. They are human men and women outfitted with an old world type of riot armor, and apprehend criminals with metal whips.
Religion: Charitable Bias, a religion stating that anything the Prophet says will reign true. This religion also connotes a worship of machinery, as well as smoothskin women.
Views on Slavery: Slavery is outlawed in the Superior Circuit, as there is firstly no need for it. All residents of the Superior Circuit , especially the ghoul and mutant classes of residents, follow the order of the Prophet without question. Secondly, for reasons that the Grand Prophet of Bias does not approve.
Views on Mutation: The Grand Prophet sees them as unfortunate souls, but does not see them fit to be a true part of society. This is due to her probability gauging. She believes ghouls and mutants cannot possibly be mentally sound in accordance to old world neuroscience. Thus, Bias has divided the humans from the ghouls and mutants by keeping the humans in the safety and luxury of New Mombasa, and the rest to tend to their own affairs.
