Iron Sword, useless since Helgen

Is anyone else a bit attached to the iron tier?

The Dragonborn can get his/her hands on a steel-tier weapon mere minutes after leaving Helgen. The beautiful Long and Hunting bows become obsolete if you're willing to kill those few Imperials on your way to Whiterun. Iron weapons and armor which are (in my opinion) the most badass looking things in the game become antiques within an hour of gameplay. From then on, iron is only seen in the hands of bandits that you're cleaving through with your Orcish Greatsword that you stumbled upon in a giant's camp at level 3. After some critical thinking, I thought up a way to make tier development much more difficult and rewarding.

I'm no modder. I have no idea how difficult this would be to create, but I can't imagine it being a cakewalk. Here goes:

What does it effect: the Archery, One-Handed, Two-Handed, and Block skill trees. If someone really took this idea seriously it could also go to effecting armor.

What are the changes: Removal of the damage perks (i.e., Barbarian, Armsman)

Then what: Then comes the big part. In place of the damage perks comes a new perk. This perk (which we'll call Tier Mastery) is simple. Every time you upgrade the Tier Mastery perk, you are able to use the next tier of weapon. Iron is automatically available. Once you upgrade the Tier Mastery perk under the One-Handed tree to level 1, you unlock the use of Steel for one-handed weapons, and get 20% damage bonus. Upgrade it again, and you get to use Orcish one-handers and get another +20% damage bonus. Then comes Elven and more damage. Glass, +20%. Ebony, +20%. Daedric, +20%. This adds up to five tiers, same as the original perks.

So what: The Dragonborn will now progress through the tiers much more slowly. Getting that first Orcish Greatsword after hours of leveling one-handed skill will trigger a dopamine release unlike any before. Iron and steel will be the standard for low levels.

Additional changes that could help: Making high-tier weapons much more rare and expensive in stores would prevent players from feeling the need to hoard weapons. Another more complex change that I thought of would be to allow the player to use the weapons above his/her current Tier Mastery skill, but they would be slower and cost more fatigue to use.
