Another thread by me (sorry.)
Basically, I've got ny new PC, Intel i7, GTX 78, 8GB RAM and I've started to get small stutters where the FPS drops from 60 to 0 for a couple of seconds!
Its only when outside of Cities and I've configured the ENB to try and make it easier.
However, Ive tested my rig by going to the top of the steps by Dragonsreach and spawning a massive fight in town, the FPS dropped to 54, so I dont understand why it would drop to 0 outside of cities :/
