So I accidentally killed that archer from Riverwood, what's his name, Fendal? At first, I was like c'est la vie, but then when i went back to Riverwood, all the 'Girls of Skyrim' came to my aid when the Riverwood towns people started attacking me. The girls killed everyone except for Delphine who is invincible but hates me. That can't be good for farther down the game. I didn't have a save from before I killed Fendal except from the very begining, but I had one with his fresh dead corpse. I loaded that one and resurrected him but he keeps attacking me. What steps/console commands can I use to erase his ill temper towards me and also make the folks in Riverwood not want to kill me?

This sometimes works:

Fast travel away from Riverwood to Whiterun, pay off your bounty (if you have one), then wait at least 10 days before going back to Riverwood. This may eliminate the hostility of the NPCs, but there is no guarantee.

You may also want to try temporarily disabling that mod you mentioned.
