weakness to magicka in morrowind

I've finally gone back to Morrowind to play a mage. "Frenzy" and "paralyze" and "command" spells seem useless against the goblins in Tribunal.

In Oblivion, "weakness to magick" increased the chance that a frenzy or command spell would work on a target. I looked up "weakness to magicka" on UESPWiki, but it didn't mention Command or Frenzy spells. Does weakness to magicka increase the chance that a command or frenzy spell will work on Goblins?

Also what level are "Goblins" in Tribunal? Nothing shows their level, and I need to know their level to make spells that are effective against them.

Weakness to magicka is different in MW and only works on spells considered "magicka" which mainly consist of damage, absorb and drain spells. Elemental damage, conjuration and illusion are not affected.

Keep in mind that Willpower allows resisting paralysis - and goblins have a decent score (from 70 up).

They go from 7 (grunts) to 35 (warchiefs).
